Title: Tense in picture captions

Text: This may be trivial but I have just realised that I switch from present to past tense frequently when writing the captions to photographs. Is it better to say '9999F was allocated to Tube Lines' because this web site will hopefully still be around after such a statement is no longer true? Or does '9999F is allocated to Tube Lines' record the facts at the time? I dunno. Let me know if you have a preference!
